The county file has individual counties as observations, sorted by the 5-digit FIPS State/county code. At the end of each State's county observations, there is a county unspecified observation in the form of ST999 (indicating amounts going to the State, with no county specified) where ST is the 2-digit State FIPS code. (Filename=Countfil.zip*) File 3. SAS extraction program. (Filename=Countfil.sas) File 4. The county/program file has individual programs as observations, sorted by program ID-code at the end of file, aggregations by function/object combination form additional observations. The unziped filename is Countfil.sas7bdat. The principal data source is the Consolidated Federal Funds Reports (CFFR) from the U.S. Department of Commerce, Census Bureau, Governments Division. ERS aggregated the data to the county, State, region, and national level and computed totals by function, object, and ERS county and State types. The 2001 data include 1,206 individual programs and 108 aggregations by function and object. Not all of the programs have reliable data at the county level. A disposition code is provided to indicate level of accuracy. ERS county and State typology codes are also included in the data. END_OF_FILE
