The directories includes 4 raw data files in ASCII format, 4 SAS sample data extraction program files, 4 ASCII documentation text files one for each raw file, 3 Lotus 1-2-3 (Released 3.0) worksheets (.wk3) data files and 2 Lotus 1-2-3 documentation files, and 3 Excel worksheets (.xls) data files and 2 Excel documentation files. The county file has individual counties as observations, sorted by the 5-digit FIPS State/county code. At the end of each State's county observations, there is a county unspecified observation in the form of ST999 (indicating amounts going to the State, with no county specified) where ST is the 2-digit State FIPS code. The principal data source is the Consolidated Federal Funds Reports (CFFR) from the U.S. Department of Commerce, Bureau of the Census, Governments Division. ERS aggregated the data to the county, State, region, and national level and computed totals by function, object, and ERS county and State types. The 1994 data include 1,196 individual programs and 100 aggregations by function and object. Not all of the programs have reliable data at the county level. The 1995 data include 1,214 individual programs and 98 aggregations by function and object. Not all of the programs have reliable data at the county level. The 1996 data include 1,146 individual programs and 100 aggregations by function and object. Not all of the programs have reliable data at the county level. The 1997 data include 1,256 individual programs and 100 aggregations by function and object. Not all of the programs have reliable data at the county level. A disposition code is provided to indicate level of accuracy. ERS county and State typology codes are also included in the data.
