Each year consists of 50 State files (and the District of Columbia)
in Excel. Each file contains Federal outlays by program
for each county in the State. County population is also included
so that per capita spending can be calculated. A ZIP file for all
States, a summary of the data for the United States, and the raw
data in MS Access format are also available.
The principal data source we used to construct these files is the
Consolidated Federal Funds Reports (CFFR) data from the U.S. Department
of Commerce, Census Bureau, Governments Division.

documentation to this data product.
