FANRP Competitive Grants and Cooperative Agreements Awards Program

The Competitive Grants and Cooperative Agreements Program encourages new and innovative research and joint projects with ERS researchers. The program awards grants and cooperative agreements between $100,000 and $400,000.

  • Grants are awarded when the research project supports the research mission and does not require substantial involvement between ERS staff and the extramural researchers during the research period.

  • Cooperative agreements, awarded when the research project requires more substantial involvement between ERS and the extramural researchers, allow ERS staff to supplement their own expertise with the knowledge and resources of academic and private institutions.

THE FANRP COMPETITIVE GRANTS AND COOPERATIVE AGREEMENTS PROGRAM IS SUSPENDED FOR FISCAL YEAR 2009
ERS’s Food Assistance and Nutrition Research Program (FANRP) is suspending its Competitive Grants and Cooperative Agreements Program in Fiscal Year 2009. FANRP funds usually allocated to new research proposals will be redirected this year to a new survey of the food acquisition and purchase patterns of low-income households. This new survey will address important information needs regarding the relationship between food acquisition, food security, household income, food prices, food access, and nutrition knowledge. Data collected from the survey will be made publicly available and will provide the basis for future research. FANRP anticipates awarding competitive grants and cooperative agreements for research focusing on USDA's food assistance programs in fiscal 2010, subject to the availability of funds.


Submissions and Proposal Evaluation

FANRP’s competitive grants and cooperative agreements program is typically announced each year in mid-March. The announcement contains a description of the application process, and researchers can be notified when the announcement is released by subscribing to the ERS e-mail notification service. The deadline for submission of proposals is generally in late May, and the awards are announced in mid-October.

In fiscal 2008, ERS's Food Assistance and Nutrition Research Program (FANRP) accepted proposals for grants and cooperative agreements. The publication, Food Assistance and Nutrition Research Program, Fiscal 2008, Competitive Grants and Cooperative Agreements Program: Description and Application Process describes the research areas and application requirements. The deadline for proposal submission was May 19, 2008.

The proposal evaluation process includes peer review panels consisting of experts from academia, government, and the private sector. In addition to reviewer’s comments, FANRP’s selection process considers coverage of priority research areas, overlap between proposals and ongoing projects, program needs, potential benefits from research collaborations on particular projects, and availability of funding.
