European Union: Issues and Analysis

ERS research on the European Union (EU) addresses several key issues.

  • The enlargement of the EU to include Central and Eastern European countries, Cyprus, and Malta has implications for production, consumption, trade, and the EU budget.
  • Agenda 2000, a 6-year internal agricultural policy reform package designed to ease enlargement, impacts the types and levels of EU support to its farmers, agricultural production, and agricultural trade.
  • Despite market access commitments under the World Trade Organization (WTO), the EU market remains restricted and agricultural imports into the EU are limited.
  • While the EU has cut export subsidies due to its export subsidy commitments under the WTO, the EU's continued heavy use of export subsidy promotes EU agricultural exports in world markets.
