Briefly

Constance Newman is an economist in the Food Assistance Branch working on issues of program evaluation and participation dynamics in the Food Stamp Program and the National School Lunch Program (NSLP). She is currently focusing on the effects of income volatility on program participation, changes in multiple program participation since the early 1990s, and general school meal program issues.

Background

Constance has worked principally in the fields of labor economics and poverty analysis. Her early work focused on labor market topics, such as wage determination and incentive pay issues. Later work focused on the linkages between poverty and wage work, particularly for women in developing countries. She has conducted analysis on topics of time use, labor productivity, and immigration. She has in-depth knowledge of U.S. electricity restructuring and its implications for rural America.

Education

Constance holds a Ph.D. and a Master's in Agricultural Economics from the University of California, Davis. Her Bachelor's in International Relations is from the University of Wisconsin, Madison.
